Most lotteries have extensive and specific constituencies, including convenience store operators; lottery suppliers (whose large contributions to state political campaigns are frequently reported); teachers in states where revenues are earmarked for education; and state legislators, who quickly grow accustomed to the extra revenue.<\/p>\n
